Between 1995 and 2000, Otar studied at the Faculty of Law of Ivane Javakhishvili Tbilisi State University and was awarded a Bachelor's academic degree in 2000.
Since 1998, he became involved in legal practice as an assistant to an attorney at the law firm "Simartle" (Justice/Truth).
In 2007, he was awarded a Master's academic degree in International Relations from the Tbilisi Asia and Africa Institute.
Since 2018, he has been listed in the Mentor Attorneys list of the Georgian Bar Association.
During the same period, from 2018 to 2020, Otar headed the Financial Sustainability and Monitoring Committee of the Georgian Bar Association.
Alongside his legal practice, Otar is also actively involved in the academic field. Currently, he is an Associate and Affiliated Professor at European University.
Furthermore, since 2023, he has been heading the "Legal Aid Center" founded at the European University.
Otar is proficient in Georgian, French, Turkish and Russian languages.
